แต่ปัญหาที่เกิดจาก ‘เศรษฐกิจนอกระบบ’ ก็มีมากมาย ทั้งเพิ่มโอกาสให้แรงงานถูกเอารัดเอาเปรียบ ธุรกิจเข้าถึงแหล่งเงินทุนได้ยาก ธุรกิจที่อยู่ในระบบถูกเอาเปรียบ รัฐบาลเก็บภาษีได้ไม่เต็มเม็ดเต็มหน่วย หรือหนักๆ อาจกลายเป็นต้นตอของการทุจริตคอร์รัปชัน และในบางกรณีที่เป็นธุรกิจผิดกฎหมายก็อาจจะนำไปสู่การฟอกเงินหรืออาชญากรรมอื่นๆ ขึ้นมาอีก

ดังนั้น จึงขึ้นอยู่กับขนาดของ ‘เศรษฐกิจนอกระบบ’ ในแต่ละประเทศด้วยว่าเหมาะสมไหม

ถ้าดูจากสถิติจะเห็นว่าประเทศที่พัฒนาแล้วจะมีเศรษฐกิจนอกระบบในสัดส่วนที่ต่ำมาก เพราะสามารถเคลื่อนย้ายเศรษฐกิจนอกระบบเข้ามาไว้ในระบบได้สำเร็จ ส่งผลดีต่อการพัฒนาประเทศและคุณภาพชีวิตของคนในชาติโดยรวม

แต่อย่างประเทศไทยที่มีเศรษฐกิจนอกระบบมากราวๆ 45% ของ GDP เป็นอันดับ 8 ของโลกนั้น ถือว่ามีเศรษฐกิจนอกระบบใหญ่มาก สูงกว่าค่าเฉลี่ยโลก และสูงกว่าเกือบทุกประเทศในเอเชีย

โดยเมื่อคำนวณจาก GDP ไทยที่มีมูลค่าราวๆ 18 ล้านล้านบาทแล้ว จะพบว่าเศรษฐกิจนอกระบบไทยน่าจะมีมูลค่ามากถึง 8.1 ล้านล้านบาทเลยทีเดียว

ขนาดของเศรษฐกิจนอกระบบที่ใหญ่เกินไป นำมาสู่ปัญหาทางเศรษฐกิจในไทย ไม่ว่าจะเป็นปัญหาหนี้ครัวเรือนที่เกิดจากแรงงานนอกระบบที่มีมากถึง 50% ของแรงงานทั้งหมดไม่สามารถเข้าถึงแหล่งทุนในระบบได้จน นำไปสู่การกู้นอกระบบสร้างวรจรหนี้ไม่รู้จบ ขยายช่องว่างความเหลื่อมล้ำ

สี่อาชีพในสังคมจีนโบราณ

ไม่ทราบว่าเพื่อนเพจที่ได้ดูเรื่อง <ยอดบุรุษพลิกคดี> จะยังจำได้ไหมว่าในตอนต้นเรื่องนั้น จางผิงผู้เป็นบัณฑิตตกยากออกมาขายของกินยามค่ำคืนกับเพื่อนซี้ เขาโดนคนที่เดินผ่านมาถากถางว่าเป็นบัณฑิตแต่กลับไม่รักดีมาขายของโดยสาธยายว่า “ในบรรดาบัณฑิต เกษตรกร ช่าง และพ่อค้านั้น พ่อค้าคือต่ำต้อยสุด” (士农工商 商为最贱)

‘บัณฑิต เกษตรกร ช่าง และพ่อค้า’ หรือที่เรียกว่า ‘ซื่อหนงกงซัง” (士农工商) นั้น เป็นสี่หมวดอาชีพในสังคมจีนโบราณโดยในประโยคที่ยกมาจากในละครข้างต้นได้จัดเรียงลำดับชนชั้นจากความสูงส่งไปจนต่ำต้อย

แล้วในสมัยจีนโบราณอาชีพพ่อค้าต่ำต้อยที่สุดจริงหรือ?

จริงๆ แล้วไม่ใช่ค่ะ แรกเริ่มเลยในสมัยราชวงศ์ซาง (1600-1050 ก่อนคริสตกาล) การเป็นพ่อค้าเป็นอาชีพที่คนชอบ ทำให้มีเกษตรกรน้อย ต่อมาในราชวงศ์ถัดๆ ไปจึงถูกมองว่านั่นทำให้รากฐานสังคมไม่แข็งแรงและเป็นหนึ่งในสาเหตุของการล่มสลายของราชวงศ์ซาง ในสมัยราชวงศ์โจวจึงมีการสนับสนุนให้ประชาชนทำการเกษตรมากกว่าการค้า

ในยุคสมัยชุนชิว (770-476 ปีก่อนคริสตกาล) สี่หมวดอาชีพ ‘ซื่อหนงกงซัง’ นี้ถูกรวมกันเป็น ‘ซื่อหมิน’ (四民 แปลตรงตัวว่า ‘สี่ประชาชน’ หมายถึงสี่อาชีพ) ในบันทึกสั้นโบราณว่าด้วยปรัชญาการปกครองที่มีชื่อเรียกว่า ‘เสี่ยวควง’ ของก่วนจ้ง อัครมหาเสนาบดีของแคว้นฉีในยุคสมัยชุนชิว ซึ่งต่อมาถูกผนวกรวมเข้าไปไว้ในหมวดที่สามของประมวลสาส์นสี่พระคลัง (四库全书 / ซื่อคู่เฉวียนซู) ที่จัดทำขึ้นในสมัยราชวงศ์ชิง

ก่วนจ้งเองมาจากครอบครัวพ่อค้า เขามองอาชีพพ่อค้าเป็นอาชีพเท่าเทียมกับอาชีพอื่น ข้อความเดิมของเขาระบุไว้ว่า ‘ซื่อหนงกงซังสี่ประชาชนนั้น ล้วนเป็นศิลารากฐานแห่งประเทศชาติ’ โดยมีนัยว่าสังคมจะขาดหนึ่งกลุ่มอาชีพใดไม่ได้ และก่วนจ้งไม่ได้มีการจัดแบ่งชนชั้นต่ำสูง แต่ให้แง่คิดสำหรับระบบการปกครองว่าควรจัดสรรที่ดินทำกินและเขตพำนักให้เหมาะสมกับกลุ่มอาชีพ เพราะแต่ละกลุ่มจะมีความสันทัดและมีรูปแบบชีวิตของตน และหากคนในวิชาชีพเดียวกันได้อยู่ด้วยกันจะสืบทอดและพัฒนาความรู้ในวิชาชีพนั้นๆ ได้อย่างมีประสิทธิภาพมากกว่า อีกทั้งยังเอื้อต่อการปกครอง (หมายเหตุ ‘ซื่อ’ ไม่เพียงหมายถึงบัณฑิต หากแต่หมายรวมถึงผู้มีการศึกษาสามารถดูแลปกครองผู้อื่นได้ และหมายรวมถึงผู้ที่เข้ารับราชการด้วย)

จะเห็นได้ว่า แรกเริ่มเลย ‘สี่ประชาชน’ นั้นเป็นการวางระบบการปกครองตามหมวดหมู่วิชาชีพโดยมองทุกกลุ่มชนเท่าเทียมกัน แต่ผลที่ตามมาก็คือ เกษตรกรเกิดในครอบครัวเกษตรกร คนมีการศึกษาเกิดในตระกูลคนมีการศึกษาด้วยกัน พอผ่านไปหลายชั่วคน ประชาชนจะถูกจำกัดให้อยู่ภายในกลุ่มหมวดอาชีพของตนโดยปริยาย

ต่อมาในยุคสมัยราชวงศ์ฮั่น ปรัชญาขงจื๊อได้รับการยกย่องและยอมรับอย่างแพร่หลายและมีอิทธิพลอย่างมากต่อการปกครองบ้านเมือง ผลที่ตามมาคือการยกระดับกลุ่มคนมีการศึกษาขึ้นสูงเหนือกลุ่มอื่น และเริ่มมีการมองอย่างดูแคลนว่าพ่อค้าเอาผลประโยชน์ส่วนตนเป็นที่ตั้งมากกว่าความเจริญของส่วนรวม นี่ไม่ใช่คำสอนของขงจื๊อ แต่เป็นวิวัฒนาการทางความคิดของสังคมที่ไปในทิศทางนั้น

ในตำราประวัติศาสตร์สมัยถังต้น (旧唐书¬) มีการบันทึกไว้ว่า ‘ผู้ที่รับเบี้ยหวัดราชการ ห้ามแก่งแย่งผลประโยชน์จากผู้ที่ต่ำกว่า ช่างและพ่อค้าหลากประเภท ห้ามมิให้เข้ารับราชการ’ (食禄之家，不得与下人争利。工商杂类，不得预于士伍。) เป็นที่สังเกตได้ว่ามีการใช้คำ ‘ผู้ที่ต่ำกว่า’ และ ‘หลากประเภท’ ซึ่งสะท้อนถึงการแบ่งแยกต่ำและสูง (หมายเหตุ ‘หลากประเภท’ ในที่นี้เป็นคำเรียกที่สะท้อนความหมายถึงชนชั้นต่ำ) และในสมัยถังไท่จงมีกฎว่า ห้ามไม่ให้ขุนนางขั้นที่ห้าขึ้นไปทำการค้า วัตถุประสงค์ของกฎเกณฑ์ต่างๆ เหล่านี้เป็นการจัดระเบียบสังคมและป้องกันการแสวงหาผลประโยชน์โดยมิชอบ แต่อย่างไรก็ดี มันเสริมสร้างการแบ่งแยกทางชนชั้นด้วยอาชีพ สุดท้ายกลายเป็นการตอกย้ำความเชื่อของสังคมที่ว่า ‘ในบรรดาบัณฑิต เกษตรกร ช่าง และพ่อค้านั้น พ่อค้าคือต่ำต้อยสุด’

แต่ความคิดนี้เริ่มเปลี่ยนไปในช่วงกลางและปลายของสมัยถัง และได้มีการผ่อนคลายกฏเกณฑ์บางอย่าง การเปลี่ยนแปลงนี้ค่อยๆ มีอย่างต่อเนื่อง ต่อมาในสมัยซ่ง การค้าเจริญรุ่งเรือง เกิดการคบค้าสมาคมกันอย่างกว้างขวางข้ามกลุ่มอาชีพ และพ่อค้ากลับกลายมาเป็นหนึ่งในรากฐานสำคัญของสังคม โดยมีบทบาทเข้ามาช่วยเหลือจุนเจือสังคมมากขึ้น จะเห็นได้ว่า บทบาทและสถานะทางสังคมของอาชีพต่างๆ แปรเปลี่ยนไปตามยุคสมัย

Storyฯ ไม่ได้ค้นคว้าอย่างลึกซึ้งในรายละเอียดของวิวัฒนาการต่างๆ ทางด้านการปกครองและเศรษฐกิจเพราะเป็นสองศาสตร์วิชาที่ทั้งกว้างทั้งลึก วันนี้จึงเพียงคุยโดยคร่าวให้เพื่อนเพจฟังในแง่ที่ว่า สี่หมวดหมู่อาชีพนี้ เป็นการจัดหมวดหมู่เพื่อการปกครองมาแต่โบราณกาลและเดิมไม่ได้เป็นการตั้งใจแบ่งชนชั้นวรรณะตามอาชีพ เพียงแต่เมื่อสังคมเปลี่ยนไป มุมมองก็เปลี่ยนไปจนเกิดเป็นการแบ่งแยกให้ชนชั้นที่มีการศึกษาเป็นชั้นสูงและให้พ่อค้าเป็นชนชั้นล่างสุด แต่นี่ไม่ใช่สถานะที่ถาวร หากแต่เปลี่ยนไปตามยุคสมัยเช่นกัน

ละครเรื่อง <ยอดบุรุษพลิกคดี> เป็นเรื่องราวในรัชสมัยสมมุติ แต่ดูจากการแต่งกายและเครื่องแบบข้าราชการแล้วเป็นการอิงตามสมัยถัง จึงไม่แปลกที่เราจะเห็นวลีที่ว่า ‘ในบรรดาบัณฑิต เกษตรกร ช่าง และพ่อค้านั้น พ่อค้าคือต่ำต้อยสุด’ นี้ในละครเรื่องนี้

35 ปี สัญญาณเริ่มล่มสลาย “สหภาพโซเวียต” เปลี่ยนผ่านครั้งใหญ่ จุดสิ้นสุดพรรคคอมมิวนิสต์

📅 ย้อนไปเมื่อ 35 ปี ที่ผ่านมา วันที่ 7 กุมภาพันธ์ 2533 (1990) เป็นวันที่เปรียบเสมือน “ระฆังแห่งการเปลี่ยนแปลง” ของสหภาพโซเวียต (USSR) เมื่อคณะกรรมาธิการกลาง ของพรรคคอมมิวนิสต์ ประกาศยุติการผูกขาดอำนาจทางการเมือง ซึ่งเป็นก้าวสำคัญ ที่นำไปสู่การล่มสลาย ของมหาอำนาจยุคสงครามเย็น ภายในเวลาเพียงไม่กี่ปี

จากการปกครองโดยพรรคคอมมิวนิสต์ เพียงพรรคเดียว มายาวนานกว่า 70 ปี สหภาพโซเวียต ต้องเผชิญกับปัญหาภายใน อย่างหนักหน่วง ทั้งวิกฤตเศรษฐกิจ การเมืองที่เริ่มไร้เสถียรภาพ และขบวนการชาตินิยม ในสาธารณรัฐต่างๆ ที่ต้องการแยกตัวออก ในที่สุด ระบบที่เคยแข็งแกร่ง ก็ต้องถึงกาลอวสาน

🔴 จากการปฏิวัติ สู่มหาอำนาจโลก ต้นกำเนิดของ USSR 📌
สหภาพโซเวียต (Union of Soviet Socialist Republics: USSR) ถือกำเนิดขึ้นในวันที่ 30 ธันวาคม 2465 หลังการปฏิวัติเดือนตุลาคม (1917) ที่พรรคบอลเชวิค ภายใต้การนำของ วลาดีมีร์ เลนิน (Vladimir Lenin) โค่นล้มระบอบกษัตริย์ และรัฐบาลเฉพาะกาลของรัสเซีย

USSR ประกอบด้วย 15 สาธารณรัฐย่อย ได้แก่ รัสเซีย ยูเครน เบลารุส เอสโตเนีย ลัตเวีย ลิทัวเนีย มอลโดวา จอร์เจีย อาร์มีเนีย อาเซอร์ไบจาน คาซัคสถาน อุซเบกิสถาน เติร์กเมนิสถาน คีร์กีซสถาน และทาจิกิสถาน

พรรคคอมมิวนิสต์ ซึ่งเป็นศูนย์กลางของการปกครอง ควบคุมทุกด้านของประเทศ ไม่ว่าจะเป็นเศรษฐกิจ สังคม และการเมือง ในขณะเดียวกัน สหภาพโซเวียตมีบทบาทสำคัญ ในวงการอวกาศ เช่น ส่ง ยูริ กาการิน (Yuri Gagarin) เป็นมนุษย์คนแรก ที่ขึ้นสู่อวกาศในปี 2504

"Pa Ya Saming Yang Ton" is the Thai name of this amulet collection which can be described separately as:

Pa Ya = very big or head of the group

Saming = tiger or human transform to a tiger by spell

Trump tariff uncertainties push safe-haven gold to record high

(Reuters) - Safe-haven demand due to geopolitical uncertainties and concerns over global economic growth amid U.S. President Donald Trump's tariff plans have hoisted gold prices to a record high, once again bringing the key $3,000 threshold onto investors' radar.

Spot gold climbed to a record high of $2,798.40 a troy ounce on Thursday, starting 2025 with fresh vigour after logging its strongest annual performance since 2010 last year.

"There's concerns that some of the (economic) growth may come down because of the policies and tariffs that the current administration is looking to implement," said Phillip Streible, chief market strategist at Blue Line Futures.

"So when you've got higher inflation and lower growth, stagflation becomes the economic theme. Gold tends to work very well in that particular environment."

Trump's tariff plans are widely perceived as inflationary and with potential to trigger trade wars, driving up safe-haven demand for bullion as it is traditionally seen as a hedge against price pressures and geopolitical uncertainty.

"I can see (gold) trying to reach up to that $2,900 level at some point during the first quarter; after we breach that, we'll set new levels," said Bob Haberkorn, senior market strategist at RJO Futures.

"At some point this year, gold could ultimately trade north of $3,000."

THE US MARKET

Amid concerns about the U.S. import tariff plans, the U.S. gold futures have been trading at a premium to the spot price for several months and widened the price spread again on Thursday.


In a sign of these concerns, 12.9 million troy ounces of gold were delivered to COMEX-approved warehouses since late November, raising stocks there by 73.5% to 30.4 million ounces, the highest since July 2022.

The deliveries came from London, Switzerland and other major gold-trading hubs.

The London Bullion Market Association said on Thursday that it was monitoring the situation and liaising with CME Group (NASDAQ:CME) and U.S. authorities.

London gold market stocks and liquidity remain strong with the average daily trade volume since the start of January is 47.1 million ounces, the association added.

GOLD AND THE US RATE EXPECTATIONS

Gold hit multiple record peaks last year, bolstered by the Federal Reserve's rate-cutting cycle, safe-haven demand and robust central bank buying.

The Fed, in its January meeting kept benchmark interest rates unchanged as widely expected, after easing a full basis point in 2024. This marks the first pause since the start of its easing cycle in September.

The non-yielding bullion tends to thrive in a low-interest rate environment.

As to purchases by central banks, the People's Bank of China has been a key driver of gold demand as it kept on adding bullion to its reserves over the past year despite the price growth - in what analysts see as the PBOC's broader strategy to diversify the reserves.

Analysts suggest that continued purchases by China's central bank could provide further support to gold prices in the coming months.

To remember which is which, remember that bulls are known for being aggressive and charging ahead, (like the prices in a rising market), while bears are known for hibernating (likened to how investors might scale back investments during market downturns).

A few extreme examples of bear markets are the Great Recession around the 2008 financial crisis and the Great Depression, which roughly began with the stock market crash of 1929. In contrast, the post-World War II economic boom is considered an example of a bull market. But there are many other examples. That’s because at any given time the market is usually described as one or the other—meaning they alternate as part of an ongoing cycle.

Stock investors have many strategies to try to profit from both increases and decreases in stock prices, which means that just because it’s a bear market doesn’t mean there’s not a lot of transactions happening.

นักวิชาการสายโปรอเมริกา ไม่อยากให้ไทยเข้าเป็นสมาชิก BRICS:

เป็นความคิดเห็นของนักวิชาการสายโปรอเมริกาที่จะต้องเข้าข้างอเมริกาครับ มี ๓ ประเด็นที่ควรพิจารณา

๑.ปรากฎการณ์ deglobalisation ก็ดี ปรากฎการณ์ dedollarisation ก็ดี เป็นปรากฏการณ์ที่เกิดขึ้นเป็นกระแสหลังจากการที่ผู้นำหลายชาติที่สร้างกลุ่ม BRICS ขึ้นมา โดยเฉพาะรัสเซียและจีนพัฒนาให้เกิดขึ้นโดยตรง แล้วพาชาวโลกที่เป็นสมาชิกหันไปเน้น localisation และ local currencies แทนทั้งนี้เพื่อลดการเป็นศูนย์กลางโลกของอเมริกาและอิทธิพลของกลุ่มทุนยิวไซออนิสต์ที่บงการโลกใบนี้ผ่านรัฐบาลอเมริกาอย่างไม่เป็นธรรมอยู่ตลอดเวลา

๒.จริงอยู่แม้ว่าไทยจะได้ดุลย์การค้าจากอเมริกาและอียูบางประเทศ แต่ต้องไม่ลืมว่าอเมริกาและอียูสามารถใช้ข้ออ้างเท็จ เช่น 'การละเมิดสิทธิมนุษยชน' 'รัฐบาลไทยเผด็จการ' หรือ 'การไร้เสรีภาพสื่อ' มาเป็นมาตรการคว่ำบาตรทางเศรษฐกิจของไทย ด้วยวิธีต่างๆ อาทิ ไม่นำเข้าอาหารทะเลจากไทย เป็นต้นได้

ด้วยเหตุนี้ การสมัครเข้าเป็นสมาชิกกลุ่ม BRICS ทำให้ประเทศไทยยังสามารถมีเอกราชในด้านนโยบายต่างประเทศและสามารถหาตลาดใหม่ๆ มารองรับ พร้อมทั้งลดผลกระทบจากมาตรการคว่ำบาตรจากอเมริกาและอียูอย่างไม่เป็นธรรมได้

๓.ทรรศนคติของอาจารย์คนนี้หากรัฐบาลไทยหลงเชื่อตามจะทำให้ประเทศไทยตกเป็นทาสของอเมริกาและอียูในเชิงนโยบายไปตลอด ผลก็คือแม้จะถูกอเมริกาและอียูคว่ำบาตรทางเศรษฐกิจอย่างไร ประเทศไทยก็จะต้องก้มหน้าก้มตายอมรับต่อไปโดยไม่มีทางเลือกให้นั่นเองครับ

อาจารย์อธิบายว่า วันนี้เรามีคำใหม่คือ “ภาวะถดถอยของโลกาภิวัตน์” หรือ “ภาวะที่โลกาภิวัตน์ถูกหยุด” (Deglobalization) ซึ่งสิ่งที่จะตามมาแน่ๆ คือผลกระทบกับ “ห่วงโซ่อุปทาน” (Supply Chain) ทั่วโลก
โจทย์ตรงนี้อาจจะต้องคิดต่อว่า ไทยในฐานะที่เป็นส่วนหนึ่งของห่วงโซ่อุปทานนี้ เราจะจัดวางตัวเองอย่างไรกับความเปลี่ยนแปลงที่เกิดขึ้นนี้
การเข้าเป็นสมาชิก BRICS และ OECD ไม่ใช่ทางเลือกของไทยในช่วงที่สงครามการค้าระลอกใหม่เตรียมปะทุและโลกาภิวัตน์กำลังถดถอย เพราะตลาดของไทยไม่ได้อยู่กับจีนและรัสเซีย แต่ผลประโยชน์ของไทยในทางเศรษฐกิจอยู่กับสหรัฐและสหภาพยุโรป BRICS จึงไม่ใช่คำตอบ และไทยไม่สามารถเล่นบทแบบอินโดนีเซีย อินเดีย หรือแอฟริกาใต้ได้ เพราะไทย “มีต้นทุนต่ำ” คือสถานะทางเศรษฐกิจการเมือง (Political Economy) ของไทยบนเวทีโลกอยู่ในระดับที่ใช้เป็นข้อต่อรองได้ไม่มากนัก การเข้าร่วมกลุ่มกับโลกใต้ (Global South) อาจไม่ได้ตอบโจทย์อย่างที่คิด
